The questions reach me by email.  Your selected IC  is a fully qualified Bluetooth v4.0 low energy design and combines the Radio, Link Layer, and Host into a single EPL (End Product Listing) enabling designers to easily create new Bluetooth end products without additional listing fees.
Nevertheless for your radio device has to follow more or less radio approvals and maybe further approvals as well. In EU we have R&TTE and in US we have FCC. Which specifications you have to follow you can analyze with your local Field Application Engineer Wireless, your consulter at laboratory or with both parties. The consulter will tell you what you have to do and the FAE will hopefully explain how to bypass some approvals.
