Russia will begin taxing foreign GPS hardware with a 25% tax. Russian vice-premier Sergei Ivanov said on Friday that the measure is being taken to ensure the use and growth of GLONASS the Russian GPS system. The government took three major steps oriented around GLONASS last week.<\/p>\n
1) The establishment of a national GPS network coordinator responsible for the commercialisation of GLONASS.<\/p>\n
2) Secondly, the Transport Ministry is devising a technical regulation, according to which the state service sector\u00a0 all air-planes, ships, trains\u00a0 will not be able to be manufactured inside the Russian Federation unless equipped with a Glonass receiver, said Sergei Ivanov.<\/p>\n
3) A customs tax of 25% is intended on “foreign GPS only” receivers. The plan is to support combined GPS -GLONASS hardware (Russia is leveraging GLONASS to the US developed GPS).<\/p>\n
In practice these new steps will allow combined hardware GPS to enter the Russian market duty-free. This raises the bar to include what are termed “GNSS” satellite receivers into the Russian market. Many non-Russian companies are already able to meet these demands since they manufacture GNSS equipment. The issue remaining has always been the status of the Russian GLONASS satellite program, which, at times, has nearly been non-useable. The step to create a national network provider on a commercial basis may prove to be the more interesting step and signals the beginning of the opening of the Russian GPS commercial market more completely.<\/p>\n
